The purpose of this qualitative study was to determine how small sub-directorates within larger organizations develop strategy accomplish expansive legacy infrastructure re-engineering. There is significant, historical academic inquiry on Technological Transitions (TT)s with respect modernization; the conversion National Airspace System from ground-based space-based navigation an example a TT. are also studies re-engineer software systems continue supporting organizational needs. This intended explore case re-engineering system in United States by efficiently reducing size network and expanding then verifying signal coverage over 4.5 million square miles. It not pure TT, nor re-engineering, but rather large-scale pre-existing hardware infrastructure. constitutes nationwide effort re-design expand developed 70 years. Federal Aviation Administration (FAA) advised public 2011 that it reduce Very High Frequency Omnidirectional Range (VOR) 896 stations down 593 - be defined as Minimum Operational Network (MON). reduction based premise two-thirds VORs would retained their expanded cover twice airspace US than previous network.
